CONSTRUCTION | FICTIONAL DEMONSTRATION

Move site evidence into decisions before it becomes rework.

See four connected workflows on a fictional Contoso Builders project, Harbor Point Tower B. Each example shows the source, the draft, the approval and a measure to inspect. No customer records are shown.

HARBOR POINT TOWER B

One fictional project. Four controlled decisions.

These examples show a proposed workflow, not a deployed customer system. No savings claim or price is implied.

01

Safety by voice

Input: A supervisor records a fictional site observation.

Mechanism: Speech becomes a structured hazard with location, trade and severity. A safety lead reviews it before assignment.

Measure avoided return visits and remobilization from the project cost ledger.

02

Certified payroll

Input: A weekly sample payroll export and prevailing wage schedule.

Mechanism: Rules flag mismatched classifications and missing attestations. Payroll staff approve each correction.

Measure correction cycles and the internal cost of each cycle.

03

RFI and submittal digest

Input: Open RFIs, submittals and the current schedule.

Mechanism: The digest identifies blocked decisions, cites each source and sends a proposed priority list to the project manager.

Measure return visits linked to late decisions.

04

Owner report

Input: Approved schedule, cost and issue records.

Mechanism: A draft report shows deltas and citations. The project lead signs off before the owner receives it.

Measure reconciliation cycles before release.

AEC AND REAL ESTATE

Use the same evidence path across the property lifecycle.

Architecture and engineering teams need cited revisions. Owners need a clear decision log. Property operators need an accountable handoff after construction.

THE PROBLEM

Why do field signals turn into cash problems weeks later?

Because a safety observation, a payroll exception, an RFI and an owner report each sit in a different place until a person has time to read them, and the time comes after the money moved.

On fictional Harbor Point Tower B, Contoso Builders runs the four as governed workflows: each shows the source, the draft, the approval and a measure to inspect, with no savings claim or price implied.

THE MICROSOFT INSIGHT

Who controls what the workflows cost to run?

IT, through spending policies and limits for Copilot Credits by user, group, environment or agent in the Microsoft 365 admin center, while operations owns the spend.

The Cost management dashboard in the Microsoft 365 admin center lets admins set spending policies and limits for Copilot Credits by user, group, environment or agent, and send threshold alerts. (Microsoft Learn, checked Oct 31, 2026)

Set the cap before the first workflow and the CFO reads a report. Set it after and the CFO calls a meeting.

THE FOUR WORKFLOWS

What does each workflow draft and who approves it?

The safety observation record for the safety lead, the certified payroll exception for payroll staff, the RFI triage for the project engineer, and the owner report for the project executive.

  1. Safety: the observation is drafted from the field note and photos; the safety lead approves the record.
  2. Certified payroll: the exception is flagged against the certified classes; payroll staff approve the correction.
  3. RFI: the triage draft cites the drawing and the spec; the project engineer approves the response path.
  4. Owner report: the report is drafted from schedule and cost sources; the project executive approves it before it is sent.

THE MEASURE

What do you inspect to know it is working?

The measure beside each workflow: time from observation to record, exceptions caught before the certified payroll run, RFIs triaged before the meeting, and owner reports approved before the deadline, each against your own baseline.

No figure is promised on this page. The measures are what the project executive and the CFO look at, on their own numbers, before deciding to widen.

Measure against your baseline and the decision to widen is yours. Accept a vendor's figure and the decision was made for you.

THE FIRST RUNG

Where does a contractor start?

With the permission rows on the Governed Workflows construction page, then a scoping call that picks one workflow and one project.

Architecture and engineering teams use the same evidence path for cited revisions, owners for a decision log, and property operators for the handoff after construction; the AEC industry page carries those.

AFTER TWO WEEKS

What will be working after two weeks?

  1. One of the four workflows is chosen for one project, with its approver and deputy named.
  2. Its permission row and its measure are written down.
  3. It runs on fictional project data and the approver has seen the first drafts.
  4. You hold the one-project pilot scope and its quote as a written decision.

HONEST ABOUT LIMITS

What this does not do yet

It does not send anything on its own. Copilot Cowork carries out multi-step tasks across Microsoft 365 and pauses for the user's approval before sensitive actions such as sending an email or posting in Teams. (Microsoft Learn, checked Oct 31, 2026) The pause before a send or a post is the design, and the owner report leaves only after the project executive approves it.

It does not replace your construction platform: the workflow reads in place and writes nothing back without approval.

It does not promise a saving: the measures are yours to inspect.

THE ONE THING TO REMEMBER

Four field signals, four drafts, four approvers, four measures you inspect yourself.

Said another way: turn field signals into decisions while the money is still in the building.

Said a third way: the draft waits; the person decides.

DIRECT ANSWERS

Questions before you decide.

Which workflow should we start with?

The one whose approver, test cases and baseline you can name today. For most contractors that is the owner report or the certified payroll exception.

Does the data leave our platform?

No. The workflow reads what the signed-in person may already open and writes nothing back without the approval the permission row requires.

What is the measure?

A number you already track, compared against your own baseline: time to record, exceptions caught before the run, RFIs triaged before the meeting, reports approved before the deadline.

Are Contoso Builders and Harbor Point Tower B real?

No. They are fictional and appear in every example so that no client is named and no result is implied.

How is it priced?

Quoted after a scoping call. One workflow on one project is the first scope; widening is a new written decision.

NEXT STEP

Start with a boundary you can explain.

Choose a focused check, or speak with the team about the workflow you need to improve.
